Navigating OBBBA: What Senior Living Providers Need to Know

OVERVIEW

The budget reconciliation bill—dubbed OBBBA—introduces sweeping healthcare funding and policy reforms that will directly shape the future of senior living and aging services. In this session, members from CLA (CliftonLarsonAllen) will break down the bill’s most significant provisions, highlighting how they will uniquely affect providers across the senior care continuum—from independent and assisted living to skilled nursing, life plan communities, home health, and community-based services.

We will examine unprecedented Medicaid funding reductions—the largest in decades—and explore how these reductions, along with other OBBBA provisions, will impact states differently, creating varying operational and financial pressures for providers. Beyond Medicaid, we will address ripple effects on reimbursement, care delivery models, and market access, as well as opportunities for organizations to adapt and thrive.

Additionally, CLA  will outline high-priority tax planning strategies that may effect you as an individual as well as your non-profit Organizations.  There may also be some changes related to energy credits under the Inflation Reduction Act of interest.

Learning Objectives
By the end of this session, participants will be able to:

  • Analyze the OBBBA’s major Medicaid policy changes and funding reductions and assess their operational and financial implications for different senior living and service models while also highlighting funding available to states through the rural transformation fund
  • Evaluate how state-level variations in policy implementation will create unique challenges and opportunities for providers in long-term care, home- and community-based services, and post-acute care.
  • Identify specific tax provisions that were extended or enhanced and determine how these changes can be leveraged or addressed for senior living organizations.
